This buzzfeed article provides a fun read and may well provide some inspiration here, especially the items on Spring-Heeled Jack, the black swine inhabiting the sewers of London, and The Great Garroting Panic of 1862.

Spring Heeled Jack is also the title of a steampunk novel by Mark Hodder. It's not bad and presents a few other possibilities for the era.

Good book that. Read the sequel as well and enjoyed, but not got onto the third one yet.
