When it comes to scale, what scale is, or is closest to 28mm...in train scales of HO, N,...etc etc?

I've seen folks use S Scale and O Scale quite effectively.
I was planning to use O Scale just because it seems a little easier to find and a little more selection.

The short answer is S, but it's nearly impossible to find so many people use On30 as a substitute. Or sometimes odd-sized Christmas train sets, which are cheap but often have dubious contents and cannot be found reliably. O is HUMANGUS and HO is very very obviously too small.
