They are nice models but a bit too small for 28mm, you would be better off with the Vanguard Police vehicles if you can get hold of them.

No not at all if anything it would mean they are slightly bigger. I think that they look ok and thats what count. You'll never find exactly what you want in 1/56 and if you do it will cost a fair a bit imo. I use it as a guide some vehicles you can pick up look spot on but some don't.

Besides they aren't based like your figures are and this offsets it I think. Some scale purists will have a fit but it is all in the eye of the beholder.

This car is from the above range.




Not sure on this one but its from a similar range.



Russian Diecasts from De Agostini also 1/43









Not sure of the make of the VW van now.

Brummie,
     Those cars are lovely, though the price goes up pretty dramatically after the first one. I agree that 1/43 is ideal for 28-32mm figs. Not only do they look good next to based minis, but they also match well with the girth of most wargaming miniatures.  Despite nominally being 1/56 scale, all but the most "true-scale" minis  tend to have shoulders and waists that are as thick as 1/48 figures or even bigger.
