Seriously, what is up with the Ground Zero figures looking like that?  I snagged some not Buffy minatures a while.  I was suprised by the midgity proportions on them.

Mega Miniatures has modern civilians also.  Quality and size is somewhat variable.  You can buy them from their webstore in a 20 pack or as individuals.

They're true 25mm figures, not 28mm (or more) like nearly everyone else makes, and they're proportionally slighter to boot.

I've got a bunch of GZG's 25mm stuff, they're nice, but not really compatible with most of the 28mm+ stuff out there!

But yes, they do have a lot of civilians/quasi-civilians in the line - great for populating wretched hives of scum & villainy.
