Does anyone know of a manufacturer/retailer with such in their listings, must have wheels with neumatic tyres though. I want such for my VBCW project. Thanks!

The only 4.5"howitzer I'm aware of in anything like 28mm is the 1/64 Reviresco one. It has the original spoked wooden wheels so you would have to do your own Martin Parry conversion just like the real version.

I see there are some 6" Howitzers on Irregular's website which might have to do.
