Bladerunner type city-scape

Bladerunner is one of my all time favourite films, and quite inspired by it I've decided I want to build a city-scape based on some of the imagery of Bladerunner for sci-fi pulp type games (supl?). So I'm looking for ideas, most of the buildings I've done so far are based around Matakishi's basic concept, but I'm looking for other 'filler'. Also any ideas for rules? I'm contemplating GW's Inquisitor in 28mm, but is rather complicated and would like something a little simpler but still with a high level of detail. So let the ideas flow...

I also played Inquisitor in 28mm when it was released!  GW was nuts thinking people would suddenly abandon all their 28mm miniatures and scenery to start over in 54mm! lol

Recently purchased and am very impressed with Mutants and Death Ray Guns.  There are rules for android and human gangs so I think they would work well for Bladerunner.

Mutants and Death Ray guns is quite a laugh, nice rule set. The mutants plants are the way forward though....

Might not be quite what you're looking for, but I came across Microlite d20 yesterday.  Basically it is a stripped down version of the d20 RPG rules, but there is a modern/near future version, and it seems to me to be a set of rules I could use for detailed skirmish gaming, of the type your describe.  It may still be too complicated for what you're looking for, but it is simpler than Inquisitor.
