TJSKI, as I feel that
horror games are all about setting and scenarios, I strongly suggest you to check out the
Vampire Wars not for the rules themselves, but as great source of inspiration! For that Victorian/Hammer Movies feeling,
Chaos in Carpathia and
Empire of the Dead (in about that order, IMHO). Also
IHMN Gothic.

Pulp Alley mechanics for horror games, they now have specific rules for that and you might look around the web for reviews and AARs. The game also has a huge and ever-growing web community of enthusiasts lurking in the Pulp Alley Forum and in this LAF as well.
Witchfinder General for great "burn the witch!" inspiration and scenarios.
Fear and Faith is very funny for "Buffy" games, they have a proper supplement specially for that as well, but their ideas can be easily "borrowed" for other rules systems.
