TJSKI, as I feel that horror games are all about setting and scenarios, I strongly suggest you to check out the Vampire Wars not for the rules themselves, but as great source of inspiration!
Very much so; Malamute told of his work to make a usable game out of it, but, alas, it all disappeared with a disk crash. Broke my heart, but still an excellent read, and some very compelling bands to use in whatever rule set.
Fear and Faith is very funny for "Buffy" games, they have a proper supplement specially for that as well, but their ideas can be easily "borrowed" for other rules systems.

What is in the Horror deck and how could it work with (for example) Vampire Wars or CinC?
If I've not gotten my usual completely lost, the deck of horror ala Pulp Alley.
