What about Savage Worlds... role play system but works well in skirmish games.
That's the system zed or alive uses at it's core. ZoA is basically a zombie rules and campaign system for that game.

The showdown rules (that are a stripped down rules set, specifically for table top skirmishes) is one of the best all round systems I've ever come across, and lends itself very well to most types/settings.

Any home brew games me and my gaming buddy come up with going forward will use these as the back bone

I'm working on my own Walking Dead rules system. The basics are done and I now need to write the campaign part. I have a lot of ideas on developing your community, leader types (inspiring, dictator, maniac), sending out teams, etc. I just need to write it all down. But I think a zombie game really needs attention *between* games to work in the long run. I don't believe that much in extreme character development in terms of stats (like Necromunda), but more in a story-based experience. So characters develop their story and relationships, similar to TWD.

This sounds great. Since swapping over to a more co-op style of play we've opted to drop our normal post game scavenging runs/xp/serious injury/trade phase etc,  as these can instead be mostly resolved in game (thank you zombicide zombvivors) or as the subject of the scenario itself. instead just deciding on where our heroes stories lead next, while packing down at the end

I've been using zed or alive for about a year now and can safely say that it ticks all of your boxes. Another cool thing you can do with it is advance the virus strain, creating boss type zombies and improving the abilities of the regular zeds as well as that of your heroes.

Another vote here, it's a solid system that works really well.

Same here,  I didn't back the project but bought a copy of the pdf & love the system enough that I now want it in hard copy.
I posted up on their blog asking as much. If get a reply, I'll repost it in here,  but if anyone learns of another avenue for acquiring a hard copy (independent stockist, ebay store etc) then please do share.
