This is most excellent news! I had bought the original rules two years ago I think, but I'm an incredibly slow painter...
I then bought Operation Squad and Flying Lead which are nice, but I think this will be better.
Does the new book stand alone? I have the original rulebook, but I much prefer to learn new rules from one book

I think I'll offer myself these rules for Christmas  

It's also great that it works with smaller miniatures...I have a German and a US Squad in 28mm fully painted, but I recently fell in love with 20mm - so I'll give that a try!

Absolutely, everything included!
Full rulebook, all rules included, and smaller minis work as good as bigger ones, I like the more realistic looking ranges even a bit more these days!

Yes! After first game I can tell that QRS would be very helpful.

The rules for armor are in the book, but there don't seem to be anything heavier than a half-track.  Are there plans on publishing something with stats for other vehicles?

Already done , all Victory Decision Technical Manuals are comprehensive guides to using Armoured Fighting Vehicles and Guns in Victory Decision: World War II.
Vehicle stst are fully compatible with Raid!
I would not recommend using them, since the would easily dominate a battle, but why not hunt a lone T-34 with some German Volkssturm...
