This bit of kit was lost in the Atlantean Cataclysm.  Think how useful it would be now in 1890, as the Venusians struggle to maintain their rightful colony against the British interlopers.

Technically it's the Venusuans who WERE so advanced it's scary, but that was 20,000 years ago.  These are hangers-on trying to a) get rid of these bloody Brits and b) figure out what happened to their civilization and/or Atlantean colony.
