Pulp Alley or Fistful of Lead can be tweaked to meet your needs.

For Cthulhu and Middleages you must make the stats by your own, I'm afraid. The only help could be the Dark Ages Book from the Roleplay (Chaosium). I would chose FFoL, because some creatures are in the Victorian book and the rules are simple to work with

Not sure if anyone apart from me is interested in this subject ( ;) ), but I've found another option - Joseph A. McCullough wrote some Mythos rules for Frostgrave, Ghost Archipelago and Rangers of Shadow Deep, which were published in the Blaster magazine: https://www.drivethrurpg.com/product/330784/BLASTER-Volume-2
These include sanity rules, stats for eight Mythos creatures and three scenarios (one for each game).

I think the best way to play in the middle ages is fear and faith from ganesha games.

The rules are easy to learn and understand and you can build every monster you want and equip your characters the way you want.

You also can make a game where you can't beat the monsters and have to escape them.

I had one game where my opponent played werewolves and you had markers instead of figures for the werewolves until you were close enough to really see them, so I didn't know where they were. The "hunters" had no silver weapons and had no clue that they were up against werewolves. So their mission was to survive and escape from the hungry wolves.
Was a really nice game =).
