Our central California based ACW2 campaign includes the option of having political &/or propaganda officers.  Here's a figure I just finished that might worked for either or both.

Can't you tell?  It's tattooed on the back of his neck.

Yeah, something like a bishop.  I just found him in the bits bin at the local game store & he was too useful to pass up.
