In Sweden we are required to take these kind of non-degradable waste to the city recycling station. There was talk of requiring vendors to accept returns of used chemicals.

Same here in DK. I'm surprised that it isn't a universal rule of the EU.
Ask at the LAF, and answer shall thy be given!

The UK is really behind the curve on recycling, it was only this year that I got any recycling facilities and depending on where you live the council will only take certain things.

For example, I can recycle cans and bottles, but not cardboard or food waste.

But what kind of paint do you want to strip-off acrilics or emanels?

for acrilics i use the standar acetone, the one cosmetic used to clean toes etc.
For me works quite fine, 1 hour in acetone and then a (sometimes long) old toothbrush session but much safer than make your liver looks like dried grape using these nitrothingbombs
