What kind of weathered effect are you trying for?  There is a huge difference between, say, weathered iron and weathered wood?  Vehicles?  Houses?

I second model mates rust, not cheap but if used sparingly goes a long way. I aslo highlight it with a couple of suitable shades of pastel sticks.

Take a piece of rusted metal - it needs to be rusted through with flakes forming. Crush into a fine powder then mix with Tamiya clear and paint on. The Tamiya clear is essentially thick gloss varnish which helps bind the rust into a paint like consistency. Then add matt varnish. Nothing looks more real than real rust! If you need to rust the metal further you can add bleach to break down the metal further before crushing. A mortar and pestle works well for the crushing process.
