Of course. Before the Bolshevik Revolution Donetsk region and Lugansk region belonged to Russia, were part of the Don Host (belonged to the Don Cossacks).
Lenin gave these territories Ukraine to enhance number of out there "working class", as Ukraine was predominantly agricultural region.
