  are there any post apoc and near future rules or scenarios etc that have mutant killer/sentinant/genetically  modified plants?

Ganesha Games have a "Mutants & Death Ray Guns". It's a post holocaust rules set that covers humans, mutants including plants & animals, robots, androids etc.
