Great photo but what rules set is this? Looks like they took the kill claims of the ground attack fly boys at face value!

Thats Flames of War!

And yeah, you have to place the attack planes very close to their targets, as the cannons only got a range of 8".
Probably to keep it balanced regarding AA cover.
