Not in the rules for either game. In both cases you can activate up to three soldiers within 3 inches with each of your leaders. And you have the option for Group Activation as well. In neither type of activation is it specified that you have to move the figures in any specified order.

I think rather than backporting, the thing to do might be to just decide that a given campaign is going to follow the GA campaign rules or the FG rules, and let the players decide to take a wizard or a heritor. On a first read I'd think the Heritor's crew would be a bit underpowered, but maybe not enough to be a problem.
