What's the view on home-brew expansions?

Not just house rules, or single home-brew creatures, but whole player/fan-made expansions.

I ask because I've started designing a plugin for adding an entire faction type to the game, inspired/based on a classic movie series. Not just a reskinned warband or creature, but a new type of thing that requires it's own rules (even in the source material, said thing is defined by much more by how it operates than how it looks).

I figure all's well for personal games, but I wouldn't want to step on any official toes by publicly sharing the plugin when it's finished (for a given value of "finished") if that's a real potential issue. New modules/expansions are part of the ongoing official business model that I don't want to be perceived as infringing on, and I don't know if something based on a different IP not owned by Osprey would be considered just "fan art", or something more risky, even if fan-made and free.

What do you guys think?
History viewed from the inside is always a dark, digestive mess, far different from the easily recognizable cow viewed from afar by historians.
