I still can't find him but voted for ray anyway as i really like the crispness of his painting. Going to specsavers first thing in the morning

Look at the top right quadrant, between the really green bush and the trunk of the tree which defines the right side of the photo.

He's sitting there in between the two with his base just touching the emblem of the officer out in front.
