Poor neighborhoods still had cobblestone or brick pavement. In Baltimore, it was mostly brick rather than cobblestone.
There is one street in Baltimore that got paved in glassphalt--a mixture of tar and broken glass! There was some talk of replacing it a few years ago, and the neighborhood had a fit. It was a public works project during the Depression and is something of a local landmark--nobody wanted to lose it.
