This came up recently on the bay of fleas .its a bit past its best and was in pieces.
The only addition will be a sympathetic base. As it may be a bit dated now.But in the flesh there's some skill in the brush work.
I remember it as a newly painted figure, Because now as then I don't like the mouth or the 70's feel to the artwork.(just because I'm not keen on it doesn't mean its not worth saving)
But I simply cannot remember who originally painted it in the 90's

So...an Eldar harlequin puts on some make-up and lands on Easter Island...and then...

 lol

No idea on the ID.  I assume it was in a White Dwarf or something that we'd recognize?
