No pictures to hand but I've occasionally used HO buildings with 28mm figures and in days of yore with 20mm. The larger scale figures require suitable changes to doors, which are the most obvious indicators of scale but you get a smaller footprint which can be handy.

With 20mm, you won't really need to do that, they should be pretty much good to go as is. Bear in mind that the odd British scale/gauge thingy called HO/OO is actually 1/76 scale.

You definitely can. Below are pictures of a game from the 2013 Broadside show featuring 1/87 railway buildings with 20mm figures.

Multi-storey 1/87 buildings work fine with 20mm.  Single storey buildings you have to judge on a case by case basis.  A 1/72 Sherman can tower over a small 1/87 cottage.

I, and others, use HO buildings for Cold War settings. Ive focused on the German items so I can't comment on any Dutch versions I'm afraid.

I've used Faller and Vollmer, to repeat:
Single storey buildings you have to judge on a case by case basis.  A 1/72 Sherman can tower over a small 1/87 cottage.

This is very true of some of the smaller Faller houses - tiny doors that are (in 1/72) 1.25m high. I found the Vollmer kits I bought aren't quite as glaring, but are still 'off' if you get down and look closely; bigger buildings and industrial (sheds etc) items look much better.

However, if you're happy to accept the 3 foot rule, they make a briliant period/area setting, the smaller footprint hepls prevent  buildings dominating the table, and the kits are well produced, have plenty of detail and are easy to build. Plus, if your wallet can take the strain, there is every scatter item you could imagine available.
