Definitely, Zvezda is a great option, but you have other manufacturers too:

B&B wargames had a big range, think Dixon miniatures in style

Denizen has a few "true 25" ninjas that will probably be OK with 1/72 (the dwarfs in the same range look fine as dwarfs next to 1/72 humans, and ditto the orcs). They might be a little big, but it'll chiefly concern their heads rather than their height, and the masks will help.

At worst, I suspect they'll be slightly "heroic scale" next to regular 20mm.

One of the Zvezda battle sets contained some terrain (i think they were wooden towers or something akin). The same company said they were going to produce a 1/72 Japanese castle but I think they never did

That is a lovely little collection of B&B miniatures.

Unfortunately Zvezda seem to have  discontinued this set http://www.plasticsoldierreview.com/Review.aspx?id=888 so it is now either hard to find or expensive.

Thanks all for the suggestions. I ended up ordering a set of the Zvezda Ninjas as well as the Caesar Minis Samurai & Ninja set. I think my little project is covered!
