Using Setting the East Ablaze for late 19th C conflicts?

Apologies if this has been asked before. Has anybody used StEA for late 19th C conflicts like the Russo Turkish War 1877?

It has been, and pretty successfully.  One thing to consider is how you represent 'volley fire' from regular troops.  I'd simulate that by allowing them to fire twice, as long as the whole unit fires both times, and doesn't move.
