I find Pulp Alley a great any era game, not just the 1920's to 40's. Every era has a sort of "Pulp" sub-culture to it, the 1980's had Mack Bolan novels and Saturday morning cartoons (G.I Joe would work great with the rules). I would get the PDF version and you can print a lot of the cards for free (see website) if you are not sure, but soon you'll be hooked.
I do a fair bit of mini gaming in 15, 28 and 54mm. Mostly skirmish games. Pulp Alley is my current top game.
