The scarecrows in the back are from Rapier Miniatures.

The officer in the front looks to be from Fiendish Fabrications Sinister Scarecrows range, but (1) Fiendish Fabrications look to have stopped trading a while back, and (2) the images I can find all seem to have the model in a top hat, so... Alternative sculpt, or even a conversion possibly? Even then, I have no idea who (if anyone) carries the models now.

I don't know if Captain Halfmoon was converted from Bix Max at that point. I think the FF promo pics only showed the latter, but I might be wrong. Basically the same body, anyway.
