The now "Shelved " Northern Italian Hill Tribes from Aventine are perfect for purpose.
The Aventine guy is Excellant to deal with and may supply you some figures  , and his Etruscans will fill in the Gap very well if you Cherry Pick the ranges , augment with A&A and Crusader Oscans and your outrageous painting .. and you are Gold ..

I" ll throw my two penny-worth in. I've successfully mixed A&A and Crusader for added variety. The A&A are older sculpts but still nice. They also seem to suit my painting style. Also, at present A&A have a "buy 5 packs get one free" deal.

I received both A&A and Crusader Carthaginian Veterans and their is s size difference.... a little.... the problem I see is that the Scutum's are different sizes and that is noticeable. Never  mind though, two units of Carthaginian Veterans it will be!  :D

Just curious- if someone bought both A&A and Crusader figs, would it be feasible to mix the scuta across both lines to give the impression that the difference in shield sizes is just from craftsmen using different patterns? Or are the shields different enough in styles that it would just look weird?

Nope. It's a question of size/scale and what looks right. That was the first thing I thought of trying.... The A&A miniatures are just big enough to make it impossible to use the Crusader Scuta. It would work the other way around but the Crusader Scuta would look small on the A&A Miniatures.

Pretty sure I've seen 28mm stand alone scuta being sold by one of the usual suspects. OK, it's going to add expense but standardizing on one shield size will possibly overcome much of the compatibility and if you already have the figures......

OK, just to repeat, the A&A Scuta is very large when compared to the Crusader Scuta. The A&A Scuta looks too large on the Crusader Veterans and too the Crusader Scuta too small on the A&A Veterans. It was the first thing I thought of trying.

Carlos, A&A sell their shields in packs of 24 for £3.65.  As for Aventine I was in communication with Keith back before the Summer and he said that producing a Samnite range was a "no brainer" as he already had some bodies and heads produced. I think they will be in the queue after the re-release of the Republican Romans and Etruscan and Italian Hill tribes ranges.
