Help needed: looking for CC BY-NC-SA 3.0 rules space combat and mass skrimish

Hi,

I'm looking for rules that grant a CC BY-NC-SA 3.0 License because I want to write a c#-tool that can transfer a character from one game to another game.

I tried this for Pikeman's Lament to Five Leagues into the Borderland to Flashing Blades (an RPG) and back to play the same character in a mass combat or small raiding game or in an RPG. The problem beside my very limited programming skills is, that all these rules are copyright protected.

But for a sci fi I found "Starforged" and "FrontierSpace". Both are RPGs with a CC BY-NC-SA 3.0, Starforged for solo gaming and FrontierSpace to fleshing the character and the universe out a little bit more. It would be cool to add a mass combat wargame, for example something like like xenos rampant (up to 50 miniatures per side and maybe some vehicles) and a space combat wargame (for example maybe something like firestorm armada that has everything from fighters to capital ships).
