Does anyone know how to make 28mm heads with gasmasks?

1) Sculpt them out of green stuff.

and presuming you mean in 28mm....

2) Utilise the spare gasmask heads in the Wargames Atlantic Boxes.

3) Purchase the resin after market sets from various manufacturers.

Option 1 will be most time consuming and arguably not much cheaper than Option 2.

When I did my WW1 Germans I made gasmasks with green stuff for the face mask & a piece of plastic rod for the filter, I just covered the face of the miniature
