Black Ops Rules - What is a Tough Save?

When would you use a tough save vs a standard save in Black Ops? I can’t find an explanation in the rules. Thanks!

I reserve that for particularly well-built folks.  Not necessarily big, but in REALLY good physical condition.  Like Special Forces types, for example.

The 'tough' ability simply reduces the save of a model by 1 = Remember, low is good in Black Ops. It is not a separate saving throw.
