Question Using OHSW Rules

I'm playing a 6-man German team against a 6-man U.S. team.

During the turns, the Americans have lost only 1 man while the Germans have lost 3 but still pass their morale check.  At the next "phase" the Americans manage to "down" the remaining 3 Germans, but no Joker has been played and it's the Germans activation next.

Well...they can't do anything being the only 3 left are down, so do I play it out and let the Americans advance until they capture the Germans or do I end it there?  Unless the G.I.s turn over a Joker, it'll be over in 1 or 2 turns anyway.

Maybe I just answered my own question.  If the G.I.s do turn over a Joker, thus ending the turn, the Germans may recover to continue the fight.  Or do I still let the German side turn over their cards even though they can't do anything?

Anyway, thought I'd ask the group.

The Germans will draw cards also, even though they cannot act on them.
Accordingly I imagine that you continue until one of the 4 Jokers is drawn or the Germans are dispatched/captured.

That's exactly what happened! 

I continued drawing cards, 2 of the Germans were captured and a G.I. got close to the 3rd downed German (but not touching the base) when the Joker was drawn, ending the turn.  His card was RED which ended the game.
