Hello, not done one of these before as I'm not exactly a modeller, but I thought I might be able to tackle this one.

However, I'm not really certain of the rules, so before I do anything I thought I'd seek clarification.

I understand it's not for building a kit (though some kit parts for detailing or whatever would be OK).

Is trashbashing OK? As in, making a substantial part of a vehicle from the traditional shampoo bottle or deodorant stick? As I read it, the idea is to 'build' - which I think implies 'from plasticard (or similar)' rather than 'find a cool shape in plastic, use that as a basis', which might be considered akin to just using a kit and changing it a bit.

So, I seek guidance on the intention behind the rules, because I really don't want embark on something only to find it's outside the scope of what is supposed to be happening.

I think the limitations are in place just to prevent someone building a kit as you say.

Glad to have you aboard.   I think that you are overthinking the rules a bit.  As Lost Egg said, you are all good to build with what you have to hand as long as it is not building a complete traditional kit. 
A bottle of scotch and two aspirin a day will greatly reduce your awareness of heart disease.

Trash-bashing is absolutely fine. The 25% should probably be clarified as "25% modeling or gaming  or similar bits". Stuff that was designed for something else, like a shampoo bottle, doesn't count.
