I am slightly disappointed that it appears to be a single front seat buggy.

Appears to be an embiggened version of the 15mm buggy, which (for better or worse) has the same rather odd setting arrangement.

Not that odd. There are various desert scout buggies that have the same arrangment.

If you think about it, two vehicles with three crew is one less vehicle than three with two crew. Reduces risk of loss and expands the amount of space you can effectively cover. And reduces weight too.

It's also one less set of eyes per vehicle providing situational awareness and one less set of hands for operating weapons and commo or sensor equipment.  If you field all three buggies, that's also one extra vehicle that you need to fuel, maintain, and potentially provide strategic transport for, which is going to require more manpower in your logistical tail to boot.

I suspect there's a false economy of efficiency there, something various AFV designs over the years encountered when trying to make one crewman do too many jobs at once.

Orks seem to do well with one driver, as do quite a lot of others. In fact, I'd go so far as to say that for sci-fi light atv/attack buggies, having 2 seats up front is a definite minority viewpoint.
