Nap Brunswickers -- how to get shiny blue black?

I'm painting Perry Napoleonic Brunswick Leib Battalion. They have headgear with a long horsehair plume.

I'd like the horsehair to have that distinctive shiny blue-black color and sheen. I have tried drybrushing dark blue, or drybrushing a lighter color then applying a blue wash, but it's just not cutting it. Blue metallic is not the answer either.

Someone elsewhere said to paint blue, then wash black.

Any other suggestions?

Try painting black with a dark blue highlight and then coating with a satin varnish (Miniature paints matt varnish is satin aswell, or the last couple of pots I've bought have been anyway  )

Vallejo have nice brush-on satin and gloss varnishes also.
