I can't imagine that Royal Navy frigates carried no ammunition! Certainly no shots were fired, but I doubt that Naval vessels were unarmed.

A brawl over fish was:

The argument had escalated into a brawl and two English soldiers were killed. Blind Harry places this incident along the River Irvine with five soldiers being killed.

It was the Pythons? Michael Palin and John Clease.
Michael skipped up to John and slapped him with two small fish, backed away and repeated. On the third time John produced a big fish and knocked Michael into the  harbour.
