They are Braxandur's and they are originally toys, I don't know what set they were from but maybe Braxandur knows

I always laugh when I see this miniature with his walker.

I have seen both types of barricades in numerous toy play sets here in the US. Everything from sets of construction or emergency vehicles to the cheap plastic police & firemen bagged toys.
