Here are a couple of painted Uzbeks which have been done for me using Outpost Wargames Khivan tribesman (currently not listed but I am sure Jeff will sell you a few!)

It is the length of coat that gives the illusion of shortness, the style was taken from a contemp photo. see link below;

In that case they would appear to be faithful representations of nomadic Central Asian garden gnomes.
