Shortwars sell a range of decently priced metal miniatures and their core sculpts are the old Landschneckt Goblins and Halflings by Kev Adams (commissioned by White Knight in 2011).
There are quite a varied range of modular units with head and weapon swaps. Normally they are priced at ~ £1.66 per miniature (based on a unit of 6 for £10) but there is currently a Kickstarter underway with at least 20% off the normal retail price - more of a discount for the larger pledges!

I've seen some of them. They seem to be in the specialist miniatures section but there is something like 1000 minis to trawl through. What I've seen looks good though. Cheap and good quality.

Paizo have a deal with Wizkids to produce pre-primed plastic minis.
NOT buying a 28mm WW2 army for the foreseeable. Deal with it.

Since the Black Cat bases debacle is still going on, they maybe should be removed as a recommendation till they have sorted things out?!

Also I am trying to source relatively cheep skeleton warriors (preferably naked - little cloth - with spear) for under $1-2

They were having problems delivering orders to customers. It seems no longer to be the case, I ordered recently and there were no major problems. They got one item slightly wrong but corrected it and comms were good. I wouldn't hesitate to order again.

I'd say Reaper Bones but... bendy plastic and all that.
