VSF civilians

Alright, I need help y'all.

I looked and looked, but I can't seem to find civilians for the late 1800's that are in wintery clothing. Am I just looking in the wrong spots?  I can find rich civilians, or summery clothed ones, but not a bloody middle class or poor - and that is what I need a few of to populate towns for games with my Norwegians.

It might seem a bit silly, but some of the various Dickens Christmas Carol figures out there might serve- I know that Artizan made a few and that Foundry has made a few.
