How to make the wood undergrowth in 28 mm scale?

For the configurations of land that represent the
forests and woods, at local hobby shops I found in different types
of model trees, usually used for railway dioramas.
The problem that presents to myself it is: how can I reproduce in
miniature (28 mm scale) the wood undergrowth, the set of bushes and
little trees that usually surround the greater trees in more
woods?
For tropical-equatorial "jungles"  GW has produced two sets of "trees of the jungle", but nothing he has done for the forests and woodlands of the northern regions.
Do you have any idea how may I make any plants for my wood undergrowth?

I make nost of my own (except the conifers, which I semi-convert).  There's various threads on LAF that show how I do it (usually in Workbench) but for ease of reference he's some links to my blog.

In the past I have used lichen dyed grey and lightly flocked with dark green ground foam as well as a few small conifers made from bumpy chenille stems. In practice I find that even this has to be used sparingly to avoid interfering with the game.

dried herbs, crushed up works as well (smells pretty good as well)  :D
