Wappen= coat of arms/ crest and Tafel= plate,table,... -in this sense usually used for pictures, like in old books where you'll have colour plates (the pics). So it means it's a colour plate depicting the coat of arms of families in/ from Hallau.

Hendsche is Swiss German for Glove.So the Name of the Village actually is Glove-ington or Glove-ville,arent we pretty clever?  
 
As for the Bringolfs History/Legacy   i can tell you this: Helvetia was founded in 1291,your  Family Wappen shows the 1306 and the "united" Switzerland Flag,so youre Family was either in touch with the Founders or  damn proud to become some of the first Eidgenossen
