How about using some sand paper or emery paper cut into strips as a basis - I know that fine grade emery paper makes for good tarmac so maybe trying different grades of sandpaper airbrushed the appropriate colour might do the trick?  For longer stretches you can get sanding paper in rolls which are used for sanding machines - hope that helps.

Hit it with a hammer a few times and then paint the rips?

I used worldworksgames Streets of Legend mounted on corkboard.

Comes in clean, dirty, and apocalyptic.

Here's a tutorial too:

It kind of depends on what you've decided to use for your basing material.  If you're using something like foamboard you just have to get down and dirty with a knife blade and dig out a suitable hole to represent battle damage with perhaps some rubble piled up around it to give it more depth.  What kind of weapons damage are you going to recreate?

Nukes pretty much rules out anything subtle, except maybe 'shadow' images of people left after the blast like those left after Hiroshima imprinted on concrete.  As for machine guns perhaps lines of bullet holes stabbed into the road suface with a old school style pair of compasses?

A cutter will be fine. Just be patient, and don‘t push too much:)

Architects of War has a how to article on their site that recommends using asphalt roofing shingles.

I have seen it done, and it looks amazing for the simplicity.
