Cheap, non-cartoony goblins

Thinking of a friend (long ago moved by the USAF just before I left the service, now lost for probably my life time,) who had this 1970's army of goblins and think I need foes for my Der Kriegspieler and early Ral Partha Dwarves of that ilk. 

Requirements:

1) Price as low as possible - I need to fight over 400 dwarves, gnomes and halflings.  Lots of troops...  It would be pipe dream thoughts to think $2 a figure anymore I expect.   

2) Nothing over about 20 mm tall at most with some rare "Great Goblin" figures for elites that can be around 25 mm tall (all measures to the top of the head.)  My dwarves average around 20 to 25 mm to top of head.   

3) Extreme cartoony appearance right out.   

4)  Added bonus - simple weapons for most troops because dwarven blacksmiths they aren't.   

Suggestions of lines that meet these guidelines?

A very cheap but not particularly attractive option would be the Caeser 1:72 goblins? Megaminis have goblins for under $2.

Have you considered using the old Vendel Goblins available at Sgt. Major Minis?

I didn't think goblins were supposed to be attractive - except to other goblins, perhaps...

Seriously, is your comment because they are plastic or because of some other issue?  Why do you seem to semi-recommend them?

Thanks to those who suggested Megaminis and Vendel/SMM goblins.  I am looking at them - might have to order a pack of each to compare to the dwarves/each other.

Given the chance to start a new goblin army, I would go Thunderbolt Mountain. Not the cheapest, but reasonable, and gorgeous! Then trolls from Gamezone, and maybe a few Red Box berserkers.  Nice!

Where in the USA are you? I have a couple hundred dwarves & several hundred goblins. Mostly from the late 70s & early 80s. not looking to part with them though.

Middle of the country, long removed from the cool delights of the Pacific Northwest (decade plus in Seattle starting in the middle to late 1970's.)  Plan is to move west to New Mexico in the 2016-2017 time frame.

A bit too far (even for this los angeleno) for a casual game.

Crosses over marginally into cartoony but for that price I do have to seriously consider them.

Are these "30mm Pewter figure" goblins in the height/size ranged I am looking for?  Visually they seem a bit tall but cameras can cause distortion without a scaleable item for comparison.

Edit:  found http://www.thunderboltmountain.com/products/8504-unarmored-heavy-goblin which has a ruler.

They might work but they seem a bit expensive at $3.50 each for my purposes.
