A cigar-smoking, cynical, badass rogue cop with a bad attitude quippin endless one-liners on the streets of a submerged future london, hunting a mysterious killer that seems to have a conection to the disappearance of his partner years ago.

Best scene: When he is in his captain's office getting reprimanded for his behaviour, just before he leaves he just grabs a handful of the captain't cigars from a box on the desk without comment leaving the boss fuming but frozen in anger at his subordinate
