I think ther is a "Not Short Round" figure in Bob Murchs Pulp Figures catalog. He also does a set of street kids, so you might find something appropriate there.

I have that set myself, for use as English villagers in my early thirties pulp setting, and they do look the part...

Pulp Figures also has a little chinese boy in the Yangzee Gangs range. He is in the Oriental Street Personalities pack.
