I love the LAM post apoc figs and have a bunch already. Some of the merchants are possibilities.

Reaper's Chronoscope range might be worth a second look. There are many figures that can be used as survivors. Empress Miniatures has some nice special ops types in their mordern war series. These guys have light kit, beards, basebal caps, etc... They make great survivors. Hasslefree has some nice ones also. I love their minis!

Reaper has several possibilities. Empress modern war are some nice figures, but a bit too military or well-armed for this project, but I will keep them in mind for future selections.

www.recreationalconflict.com has a set of eight civilians with interchangeable arm sets, either armed or unarmed under their Lead Bones line.
- I like the idea of the interchangeable arms, but the style is not what I am looking for. Some interesting figs for other purposes though.

I think the old VOID - Vasa fraction militia could be just what You are looking for

Alternatively there are some unarmed sailors made by Pulpfigures and Brigade Games which are quite generic

- The VOID militia could work. The Copplestone are always nice. The Pulp Figures seamen are strong possibilities, plenty of character. Brigade also good, but not quite for this project.

Offensive Miniatures, Sgt Mjor's Miniatures, Foundry and WarmAcre All do assorted looters and rioters which might be potentially useful?
- Offensive nice, but too riot-oriented (if that makes sense). Same with WarmAcre. Now Sgt Major has some real possibilities in their civilians and survivors!
