Looking for suggestions for some Post Apoc civillian miniatures

I am trying to find a bunch (15 or more) of civilian miniatures for a post-apocalypse game.  The criteria:

- Scale 25-28mm
- They need to be normal humans (not zombies)
- Simple weapons including small handguns
- No gasmasks or helmets so the faces can be readily seen
- Modern (later 20th century)
- Not heavily weighed down with excess equipment/baggage
- Something from coastal communities (fishermen) would be ideal
- Metal minis, not plastic

I  have checked Reaper, EM4, Copplestone, Pulp Figures, Ral Partha, Brigade, Westwind, and others with no real success.  I would appreciate any suggestions.

Reaper's Chronoscope range might be worth a second look. There are many figures that can be used as survivors. Empress Miniatures has some nice special ops types in their mordern war series. These guys have light kit, beards, basebal caps, etc... They make great survivors. Hasslefree has some nice ones also. I love their minis!

I think the old VOID - Vasa fraction militia could be just what You are looking for

proportions/size - wise they fit very well with Copplestone (who also offers quite some civilians, be it the old (EM4/Mirliton) or the new range)
Alternatively there are some unarmed sailors made by Pulpfigures and Brigade Games which are quite generic

I love the LAM post apoc figs and have a bunch already.  Some of the merchants are possibilities.

Reaper has several possibilities.  Empress modern war are some nice figures, but a bit too military or well-armed for this project, but I will keep them in mind for future selections.

- I like the idea of the interchangeable arms, but the style is not what I am looking for.  Some interesting figs for other purposes though.

- The VOID militia could work.  The Copplestone are always nice.  The Pulp Figures seamen are strong possibilities, plenty of character.  Brigade also good, but not quite for this project.

- Offensive nice, but too riot-oriented (if that makes sense).  Same with WarmAcre.  Now Sgt Major has some real possibilities in their civilians and survivors!

Have you looked at hassel free?  The minis, at first glance are a little small, but I find they mix reasonably with foundry, for example.  The range is pretty eclectic.  I have one young lady armed with an ice hockey stick, and a gun.  You could trim the gun away if you were so minded.  The quality is superb.

Hasslefree is top notch and check out Wargames Factory they have a multi part plastic kit for male survivors and another for female survivors...let us know who you decide to go with...
