Mine... "Scavenge Skirmish Survive".... 28mm winter post apoc can also be played on a 2by2.

Rules are free. Can start with say six minis a side.  Can grow to be played on a bigger table with more minis and more players if space becomes available.

...which is more @ post apoc instead of (regular) fantasy BTW.

Old West: Fist Full of Lead. I play it all the time on a 2x2 table. A game lasts for about 1 hour.

These are 15mm, and they're also known as Irregular Wars, although technically it's Irregular Wars: Conflict at the World's End.
Not that I want to be pedantic, but just to save any confusion  :)

My ruleset Brink of Battle is suited for 2'x2' play of any historical period.  Also, any fictional genre as well.  

We found that board size controlled game length moreso than points did.  On a 2x2, you get to the fighting fast.

Warhammer Historical's Western skirmish/gunfight game Legends of the Old West works nicely on 2x2.

I'd expect most of the Western-themed games would, but that's the only one I've played myself that hasn't already been mentioned.

Could the list be divided into "Can be adjusted for 2x2" and "Is played on 2x2"?
For example Song of... is best on 2x3, but playable on 2x2. And so on. It might narrow the list further. For in the end, most systems can be played on 2x2 if you just cut movement, ranges and sometimes, scale :)

For the last few years I've been testing ancient rules that are suitable to play on 2'x2' using 15mm figures on WRG-type bases.  So far these ones work well.  As Silversixx points out, there are really two types - those designed for 2'x2', and those that play well on 2'x2', even if not designed for it.

Mighty Armies Ancients (note Mighty Armies, the fantasy set, is designed for 2'x2')
DBM100 (and DBMM100)
War Ancients

And these I have not got around to yet, but are designed for 2'x2':
Ancients D6
Basic Fury
Phalanx (alienstar)
ABC (Arcane Battle Composer)

Note there are a likely 6mm rules for ww2 that work for as well if you convert inches to cm - I've used Take Cover!! with 6mm no problems.  But I haven't really looked.

sztraxe - thanks, quite a list there, and nice blog too.
I like the map drawer idea.
If you could assist with the scales of the wargames you mentioned and which I am including in the list coming up soon I'd be much obliged - I followed some of the links and reviews, but could not identify all scale ranges.

we have succesfully used the following Ganesha games on small tables:

Song of Blades and Heroes for Fantasy/medieval
Song of Drums and Shakos for napoleonic
Flying Lead for WWII and Afghanistan

sometimes some of the add-ons have been used as well and we've even used them together like for the wolves in the Napoleonic era.
