Follow up to "common weapons"

Now, to the original subject part two...

Okay, say the apocalypse is truly long term.

Leaving out zombies and mutants preferably but feel free to include them if you think they would be capable of existing for decades (I don't)  say the "event" goes on for multiple years ot decades.  Human beings adapt, power is always a facet of fallen mankind's personality, and bureaucracy abhors a vacuum - given the need for water, food, shelter from extreme environments; given humans (in general) tend to group themselves unconsciously; and that technology (the ultimate "genie" cannot be erased from human memory where does the sources for the next superpowers (regional initially) exist?

Will the remaining ammunition plants become cultural incubators?

What countries will have the right mix of natural and resources to let me jump start themselves into becoming the next "powers" that are centers for recovery?

While the nature of the event (Zombies might cause people to stay away from urban centers, unless zombies die within a few weeks without "food" like normal humans,) is certainly a factor, [assumption] given that eventually the original cause will run it's course in "mere" matter of years and that humans are not entirely wiped off the face of he Earth where are the likely potential centers for re-birth of human cultures?  And what will be the options for those "incubators" to look like?

I'd say third world countries.
They pretty much live in PA circumstances already so they wouldn't be affected by the apocalypse as much as we do.
Then again, it does depend on the type of apocalypse.
A nuclear war would mostly target the developped countries. Can't see the point in nuking the equatorial states in Africa or the fiji islands or New Guinea and such, although I could see India and Pakistan going at each other.

A plague would target dense populated areas. Rich or poor alike. Remote areas with means of communication and thus warned might seclude themselves to survive.

Drought on the other hand would almost definitly kill anything in the poor countries (global warming) and have the rich countries suffer from massive invasions of immigrants which would probably lead to riots. In this case, I'd guess the oil producing countries or companies  would remain powerfull as energy would be needed to provide water.

Honestly, in the nuclear age, this is all a moot point.  Once we lose final electricity and manpower the first of the nuclear meltdowns will occur, once enough get going, the entire planet will be inhabitable, at least for us.  Unless living underground for the remainder of your life has any appear at all.

There is a great book called I believe "Hammer of the Gods" by Poul (?) Anderson. In it there is a meteor strike. Survivors band together, and defend a Nuclear power plant. They then use the electrical power that is available to start the rebuilding process.

Anyway, I think it would depend on the nature of the disaster, plague, draught, meteor strike, the coming Ice Age (we are over do, and the Russians have announced that they believe we are headed for a 200 to 250 year cooling period).

For example, a meteor strike hits the Saudi Arabian peninsular. U.S, Russia, and Brazil are in pretty good shape for oil, natural gas, etc.. the rest of the World, not so much. A prolonged draught in the Northern Hemisphere causes farming in the U.S., Canada, and Russia to be drastically reduced. This would cause massive starvation through out much of Africa, Central and South America (remember the grain riots in Egypt, and the "Tortilla Riots" in Mexico a few years back.

All these factors would influence the "Who", "Where", and "What" of rebuilding.
